Morocco legalised and licensed its growers in 2021

Morocco has been associated with hash for as long as anyone has been writing about hash, but for most of that time the industry was informal and outside the law. In 2021 that changed.

The country adopted Law 13-21, which legalised cannabis for medical, cosmetic and industrial purposes. It also created a regulator, the Agence Nationale de Réglementation des Activités Relatives au Cannabis, usually shortened to ANRAC, which licenses growers. Farmers under the new system register as cooperatives, hold a licence and may sell only to buyers the state has authorised.

The permits are concentrated in the Rif, in the provinces of Taounate, Chefchaouen and Al Hoceima, which are the areas the trade has always come from. By 2024 something in the region of 2,900 permits had been issued to around 2,600 farmers, and more than 2,700 hectares were being cultivated legally, producing over 4,000 tonnes for authorised purposes.

For industrial use the licensed varieties are generally required to stay below one per cent THC. Higher-THC varieties can be authorised, but only for medical and pharmaceutical work.

One point that matters enormously and is easy to garble: that one per cent figure is a Moroccan rule about what may be grown in Morocco. It is not a British consumer limit, it has no bearing on what may be sold here, and anyone quoting it at you as though it settles UK legality is doing the same thing as the people who quote a percentage from our own cultivation rules. What governs a finished product sold in the UK is the quantity of controlled cannabinoids in the container.

Which means Moroccan CBD hash is now a real thing

Here is the part nobody selling CBD hash in Britain has caught up with. In 2024 Morocco exported low-THC cannabis resin, legally produced under the new system, to Switzerland.

Low-THC resin is exactly the category this product belongs to. So for the first time, the word Moroccan on a CBD hash pack could describe where something was actually grown and pressed, rather than only the way it was made. Until very recently that was not possible, because there was no lawful route for the material to leave the country.

That has not filtered through to UK retail at all. Every product on our shelf carrying a Moroccan name, ours included, is a style reference, and the trade still uses the word the way it has used it for fifty years, as shorthand for sifted and pressed rather than for a passport.

We think that will start to change, and when it does the distinction will be worth paying attention to. A hash that is Moroccan because it was made in the Rif under licence is a different proposition from one that is Moroccan in the sense of being made that way somewhere else.

This one is the style, not the place

We should be direct, since the section above raises the question. This product was not made in Morocco. Professor Herb's solid extract range is grown and extracted in Italy from indoor-grown hemp, which the brand states openly, and Moroccan here describes how the material was handled rather than where it came from.

That is a legitimate use of the word and it is what almost the entire trade means by it. It becomes a problem only if a shop lets you assume otherwise, which is why we are spelling it out rather than leaving the name to do the work.

What it means in the pot is a firm, dark, pressed material with an earthy and slightly spicy character, no added flavour, and none of the fruit or dessert notes running through this brand's briquette range.

At a stated 22 per cent this is the strongest of the five solid extracts Professor Herb makes, which puts it at the top of a range that starts at 15. It is not the strongest thing on our hemp and hash shelf overall.

The other Moroccan on our shelf

We stock two products carrying the Moroccan name and it is worth knowing how they differ, because the labels look more similar than the products are.

This one is 2g at a stated 22 per cent. The Euphoria Moroccan is 1g at a stated 25 per cent. Both are made in the same broad style, both are sifted and pressed rather than washed, and the three-point gap between the stated figures is small enough that it is unlikely to be the thing that decides between them.

The more useful differences are format and range. This sits inside a five-step ladder from one maker, so if you want to work along a range from a single brand it gives you somewhere to go in both directions. The Euphoria sits inside a much wider hash range covering several methods and a far broader spread of stated content.

Before you order

The style name is missing from this listing's title as we receive it, which is why the raw name reads simply Hash 22%. We have restored Moroccan to the name shown here and logged the gap for correction at source. It changes nothing about what arrives.

This range is on our site on an explicit decision by the owner of this business. Smokable hemp sits outside the UK industrial hemp cultivation licence, which covers stalk and seed, and we would rather state that than leave it out.

Who should choose something else

If you want a flavoured product, nothing has been added here and nothing is meant to have been. The pollen grades and the briquette range are where the flavours live.

If you want something mild to begin with, this is the top of this particular ladder rather than the bottom, and a lower-stated grade is the easier place to start.

If you specifically want hash that was made in Morocco, this is not that, and at the time of writing we are not aware of a licensed Moroccan CBD resin available in UK shops. Ask any shop claiming otherwise for the paperwork.

If you dislike earthy, spicy, unsweetened profiles, this is squarely that and there is no way around it.
