How H4CBD is actually made

Hydrogenation is one of the oldest tricks in industrial chemistry. You take a molecule containing carbon-to-carbon double bonds, add hydrogen gas under pressure in the presence of a metal catalyst, and the hydrogen adds across those bonds to saturate them. It is the same class of reaction that turns liquid vegetable oil into a solid fat.

Apply it to cannabidiol and you get a saturated version of the molecule. Four hydrogen atoms attach, which is where the H4 in the name comes from, and the resulting compound is properly called tetrahydrocannabidiol, though nobody uses that because it invites confusion with tetrahydrocannabinol. Work on hydrogenated cannabinoids goes back to the Todd group in 1940, so the chemistry is not new even though the commercial product is.

The important consequence is one of provenance rather than chemistry. H4CBD does not occur in hemp in any quantity worth extracting. Every gram in commerce was made in a reactor from CBD feedstock, which makes it semi-synthetic: a plant-derived starting material, deliberately modified into something the plant does not produce. That is a different category of substance from a hemp extract, however the packaging is styled, and it is why we file these lines separately rather than in with the CBD range.

A quick note on the neighbour it is most often confused with. HHC is hydrogenated THC, made the same way from a different starting material. H4CBD and HHC are cousins by process, not by effect, and the fact that both are hydrogenated cannabinoids tells you how they were manufactured and nothing about what either one does.

The question the whole legal position hangs on

The Psychoactive Substances Act 2016 makes it an offence to produce or supply a psychoactive substance for human consumption, and it defines one by whether the substance is capable of producing a psychoactive effect in a person who consumes it. There is no list of banned molecules to check against. The test is functional, and it is about effect.

Which makes one factual question decisive for whether an H4CBD product may lawfully be supplied in the UK: does it produce a psychoactive effect? Everything else is downstream of that.

So we went and read what the pages ranking for this question say. They do not agree, and the disagreement is not subtle.

One UK wholesaler's guide states that because H4CBD is non-psychoactive and does not alter mental functioning or emotional state, it falls outside the scope of the Act. A UK retailer's guide says the opposite in its own body copy, reporting that users describe it as CBD plus psychoactive properties and that it seemingly gives a high, though less intense than THC, and then concludes on the same page that it sits outside the Psychoactive Substances Act. A third page, from a retailer outside the UK, answers the question in two words: yes, it does.

Read those together and the shape of the problem is clear. Every one of them reaches a confident legal conclusion, and the conclusion depends on a factual premise they contradict each other about. One of them contradicts itself. If a page tells you a substance produces a high and then tells you it sits outside an Act whose test is whether it produces a psychoactive effect, it has not made an argument, it has placed two sentences near each other and hoped.

Our position, stated as plainly as we can: we do not know, and neither does anyone selling it. What we can tell you is that the legal reasoning behind H4CBD's availability is materially weaker than the confidence with which it is asserted, that the Act's test is about effect rather than about a schedule, and that a court has not looked at this.

Where the 100 times figure came from

You will not read about H4CBD for long before meeting the claim that it is a hundred times stronger than CBD. It appears in product descriptions, in category copy and in guides, usually with no source attached.

It has one. The figure traces to a single paper from 2006, by Shabat and colleagues in the Journal of Medicinal Chemistry, which measured how tightly hydrogenated CBD derivatives bind to the CB1 receptor. One of the retailer pages we examined states this outright, noting there is no conclusive evidence for the hundredfold figure and that the claim originated there. A 2017 literature review in Frontiers in Pharmacology revisited related ground without supporting a hundredfold potency figure.

Now the part that gets lost. Binding affinity is not potency, and the two are not interchangeable. Affinity describes how readily a molecule attaches to a receptor. It says nothing on its own about whether attaching activates the receptor, by how much, for how long, or what a person experiences as a result. A molecule can bind tightly and do very little, or bind loosely and do a great amount. Converting an affinity measurement into a strength multiplier for marketing is a category error, and it is being made at scale.

There is a further wrinkle that cuts against the marketing entirely. CBD has very low affinity for CB1 and is not an agonist there; CB1 is simply not where most of what CBD does is thought to happen. So a hydrogenated derivative with markedly higher CB1 affinity is behaving less like CBD, not like a concentrated version of it. The hundredfold figure, to whatever extent it holds, is evidence that H4CBD is a different kind of substance rather than evidence that it is better at being the one it is named after.

One study, twenty years old, measuring one property in a laboratory, never replicated in people. That is the entire evidential foundation of the number on the packaging.

Novel Foods, and a silence worth noticing

Here is something absent from every page we examined on this subject, which for a substance widely sold as gummies and sweets is a striking omission.

CBD intended for consumption is a novel food in Great Britain and needs authorisation, with a transitional public list holding validated applications in the meantime. H4CBD is not CBD. It has no authorisation, no validated application and no place on that list, because the list is a list of CBD products and this is a different substance. There is no route for it to be on there.

That does not mean an H4CBD gummy is a food that has been assessed and cleared, and it does not mean it is a food that has been assessed and refused. It means the assessment has not happened. A substance made in a reactor, sold to be eaten, sits outside the regime that exists to decide whether novel things are safe to eat.

We think that is the single most important thing on this page for anyone weighing up an ingestible H4CBD product, and it is not mentioned once in the search results this question returns. One of the pages we read cites the United States Farm Bill in its legal section, which has no application here whatsoever, on a page that UK shoppers land on.

The honest caution, and the one we would give a friend: if you are new to cannabinoids, this is not the place to start. Begin with a properly tested CBD product from a regime that has at least been designed to ask the safety question, and come back to this category later if you still want to, with your eyes open.

What you can and cannot verify on a certificate

Certificates of analysis behave differently for a semi-synthetic than they do for a plant extract, and it is worth knowing what a document can and cannot settle here.

What it can confirm is the potency of the named cannabinoid, whether controlled cannabinoids are present, and, where the panel was run, the absence of heavy metals, pesticides and microbiological contamination. Those are ordinary measurements and they apply to H4CBD as they do to anything else. The container rule applies too, so if a product contains any controlled cannabinoid the 1mg per container test is engaged in the same way.

What a certificate cannot settle is anything about the reaction that made the substance. Hydrogenation uses a metal catalyst and produces by-products, and the profile of what else came out of the reactor is not something a standard cannabinoid potency panel is looking for. A residual solvents panel covers extraction solvents rather than catalyst residues. So a clean-looking certificate on a semi-synthetic is answering a narrower set of questions than the same document would on a plant extract, and reading it as broader reassurance than it is would be a mistake.

For that reason the practical advice on this category is the same as everywhere else, only more so: insist on a batch-matched certificate, read the scope rather than only the results, and be aware of what was not tested.

Why we list it, and what we told the owner

A page criticising the reasoning behind a category ought to explain why that category is on our shelves, so here it is without varnish.

The owner was given the full argument before deciding: that H4CBD is a semi-synthetic cannabinoid sold for an effect, that supply therefore engages the Psychoactive Substances Act 2016 in a way nobody has tested in court, that no ingestible holds Novel Foods authorisation, and that the safety evidence is one twenty-year-old binding study. Having read that, the owner chose in July 2026 to list the range, which they report sells well. That is a commercial decision they are entitled to make and it is recorded as theirs.

What we do with it is the part we control. These lines sit in a separate aisle rather than mixed into the CBD range. The copy says H4CBD is not CBD and is not covered by Novel Foods. We do not repeat the hundredfold claim as a strength rating. And this page exists, saying all of the above, on the same site that sells the product, which is not a combination we have found anywhere else in this market.

If that reads as an odd thing for a shop to publish, we would rather be the shop that publishes it. The alternative is the pattern documented further up this page, where the reasoning behind a whole category is asserted with confidence by people who cannot agree on the fact it depends on.

What is genuinely unsettled

Almost all of it, which is the honest summary and one nobody else in this search result gives.

The legal position is contingent rather than settled. The Psychoactive Substances Act test is functional and has not been applied to this substance by a court, the Home Office has not spoken to it directly, and the Advisory Council on the Misuse of Drugs has periodically looked at semi-synthetic cannabinoids as a class. Several European countries have moved against related compounds nationally. Any of those routes could change the position without much warning.

The pharmacology is thin. One binding study, one review touching adjacent ground, no human trials, no long-term data, and a manufacturing process whose by-product profile is not routinely characterised in commercial testing. Anyone describing what H4CBD does with confidence is describing something other than evidence.

And the regulatory gap is likely to close in some direction. A substance sold to be eaten that sits outside the food safety regime designed for exactly that situation is not a stable arrangement. Whether it closes by authorisation, by prohibition or by the category simply fading is not knowable today.
